Dave was with Anthem Blue Cross and Blue Shield of Connecticut for 29 years and retired from Anthem in March of 2014.  He served as President and Chairman of the Connecticut company for nine years.

He began his career with Anthem in 1985 as a data analyst. Over the next several years, he assumed roles of increasing responsibility within the company.  Key milestones in Dave’s career include: being named director of Small Business Sales and Administration in 1993; promoted to vice president and general manager of the Individual and Small Business Accounts Division in 2000; and appointed as vice president of Commercial Accounts for Anthem’s Connecticut operations in 2003. In February 2005, he assumed the post of president of Anthem Blue Cross and Blue Shield in Connecticut.

During his tenure as President, key accomplishments include leading the company to maintain the highest health plan market share in Connecticut, as well as some of the highest independent health plan quality and customer satisfaction rankings in the Northeast Region. He led the organization in the implementation of the Accountable Care Act, including the successful launch of both the individual and small group public health exchange platforms in the fall of 2013.  Dave also had responsibility for the Anthem Blue Cross and Blue Shield plans in Maine and New Hampshire during a period of strategic corporate restructuring.  He led the process of recruiting and onboarding new executive leadership teams for each company, including each company President, and positioned each company for continued growth and success.

Dave currently serves on the board of the Ronald McDonald House Charities of Connecticut and Western Massachusetts, and is serving as the co-chair of the capital campaign to develop a new Ronald McDonald House in New Haven.

Dave’s past volunteer commitments include serving on the board of directors of the Governor’s Prevention Partnership, where he served as co-chair of the organization with Connecticut State Governor M. Jodi Rell. Dave was also a member of the Regional Leadership Council of Greater New Haven and member of the advisory committee of the Leadership Greater New Haven program.  In addition, Dave served on numerous non-profit and chamber of commerce boards and advisory committees during his time at Anthem.

Dave is a graduate of Leadership Greater New Haven, Class of 1994, and was named by New Haven Business Times as a “Forty Under 40” honoree for 1998. In 2006, he received Community Health Charities’ “Excellence in Corporate Responsibility Award.” Also in 2006, Dave received the Greater New Haven Chamber of Commerce’s “Leadership Alumni Award.”  In 2008, the New Haven Club of Providence College selected him among its Veritas Award recipients. In 2009, the Connecticut Yankee Council Boy Scouts of America honored him with its “Good Scout Award.” 

In 2010, Dave was awarded the Distinguished Citizen Award from the North Haven Sons and Daughters of Italy.  In addition, in 2010 Dave was the recipient of the MS Connecticut Citizen of the Year Award, presented by the National Multiple Sclerosis Society, Connecticut Chapter.  This award is presented annually to an individual who has distinguished his or herself by their contributions and leadership in the community, as well as long-standing commitment to humanitarian endeavors.

In April of 2010, Dave received an official citation from the General Assembly of the State of Connecticut in recognition of his accomplished career at Anthem and his commitment to supporting the work of charitable organizations. In 2011, Dave was inducted as a Knight of Honor by the Notre Dame High School for his contributions and leadership in the community.

Dave earned a bachelor’s degree in Mathematics from the University of Connecticut and a master’s degree in Computer Science from the University of New Haven. Dave was awarded a Graduate Fellowship from the University of New Haven.

Dave lives in Durham with his wife and two sons.
