The Russians Are Coming: Russian Delegates Join Dialogue on American/Russian Law

Connecticut Superior Court Judge Jonathan Silbert and three legal experts from Pskov, Russia will discuss the American and Russian systems of law at the University of New Haven (UNH). The discussion is part of the Russian American Rule of Law Consortium, a partnership developed to increase understanding between the two countries and support Russia's efforts to strengthen democratic reforms. The event, sponsored by the UNH Legal Society is free and open to the public and will include a question and answer period.

Details:
The Russian American Rule of Law Consortium (RAROLC) is a group of legal communities working together to develop legal institutions and the rule of law in both the United States and Russia. Each community is comprised of volunteer legal professionals from an American state who have partnered with professionals from a Russian region. RAROLC has an ongoing relationship with the Open World Leadership Center to sponsor ten-day intensive visits by members of Russian legal communities to partnership states.

Delegates include: Hon. Aleksandr N. Ignatov a judge of the Pskov City Court who was appointed to the bench in 2003 after having previously served as head of the investigation department and head of the ministry of internal affairs of the Pskov City department of internal affairs;  Hon. Aleksandr V. Rubanov is the acting chief judge of the Pytalovo District Court in the southwest part of the Pskov Region, along the Latvian border,  appointed to the bench in 2004 after having previously worked as a prosecutor; and Hon. Svetlana M. Teselkina is a judge of the Pskov City Court, having been appointed to that position in 1997 after serving as a judge of the Porkhov district court for ten years.

Silbert is a 1965 cum laude graduate of Dartmouth College, where he majored in government, minored in Russian civilization, and was elected to Phi Beta Kappa. He received his J.D. from Harvard Law School in 1968. His legal experience includes three years as a legal services attorney, seventeen years in private practice, and sixteen years as a judge of the Connecticut Superior Court. He has also served on the faculties of Yale Law School and the University of New Haven and has taught continuing legal and judicial education programs in several U.S. states as well as the Republic of Georgia, the Russian Federation and the Republic of Korea.  Silbert is chair of the Connecticut-Pskov Rule of Law Partnership and Treasurer of the Russian American Rule of Law Consortium.
