The Pentagon says the last of its defense contractors left Iraq in December but some are still working directly for the Iraqi government. "When the military had to leave, it made us even more dependent on contractors for security," said former U.S. Rep. Chris Shays, now a distinguished fellow at UNH. "The one thing that's a given: We can't go to war without contractors and we can't go to peace without contractors."
