The Washington Post, February 18, 2012: Has D.C. Chief of Police Cathy Lanier's department fudged its homicide data to achieve a 94 percent closure rate for 2011? Some law enforcement veterans like UNH professor John DeCarlo say that figure is difficult for any major urban police force to attain. “Ninety-four percent is a rate in an urban area that every police department should aspire to but it may not be a realistic goal,” DeCarlo says.
