Designed for both new graduates and those already employed in the public sector seeking advancement, the M.P.A. program in the Department of Public Management provides students with the opportunity to increase knowledge and gain the skills necessary to take on challenging assignments in budgeting, planning, public policy formulation, public finance, public personnel administration, and collective bargaining. The interdisciplinary program offers fourteen courses — nine required courses and five elective or concentration courses. You may also elect to take courses in management, criminal justice, fire science, psychology, economics, and more.
The M.P.A. program is designed to provide exceptional flexibility for our students:
- Classes in the regular, main campus schedule meet on weeknights to accommodate working students. The regular graduate schedule follows a fifteen week semester format of the University. Online and weekend classes are available.
- Students can choose from four concentrations: municipal management, public finance and fiscal analytics, public safety, and nonprofit mnagement.
- A special cohort delivery option for the program is available at our New London campus for busy working professionals who want to complete a master’s degree quickly without sacrificing quality. The cohort also meets on Saturday.

The relationship between public administration and the formulation of public policy is studied. The implementation of public policy by administrators based on the politics of the administrator is examined in terms of interaction between various group representatives such as legislators, politicians, and pressure-group leaders.
Study of the civil service systems in the United States and the state governments, including a systematic review of the methods of recruitment, promotion, discipline, control, and removal. Explores the effects on work relationships of collective bargaining statutes which have been adopted by legislatures. Emphasis is placed on collective bargaining case studies from state and local governments and hospitals.
The problems faced by an administrator in dealing with interpersonal relationships and human processes. Analysis of individual and group behavior in various governmental and business settings to determine the administrative action for the promotion of desired work performance. Emphasis given to the public sector. Participation in actual problem situation discussions and case studies.
This course will explore the interrelated nature of public policy and the economy at the federal, state, and local levels. It will study the performance and fluctuations of the economy, focusing on economic policies that affect such matters as consumption, unemployment, investment, wages, prices, and public debt. Specifically, the course will focus on monetary and fiscal policies, taxation policy, global trade policy, and currency exchange markets, as affected by policy.
