Called "a shipbuilder's shipbuilder" by his peers, Michael Toner was an executive vice president of General Dynamics, the preeminent defense industry contractor, before his retirement in 2008.

The company is a market leader specializing in shipbuilding and marine systems, business aviation, land and expeditionary combat vehicles and systems, armaments and munitions, and information systems and technologies. Mr. Toner was responsible for the Marine Systems group, which includes Bath Iron Works, Electric Boat and NASSCO. His career at General Dynamics spanned more than 43 years.

From 2000 to 2003, Mr. Toner was a vice president of General Dynamics and president of Electric Boat. He joined Electric Boat in 1965 as a test engineer, progressively moving into positions of greater responsibility including manager of Reactor Services, manager of Trident ship's management, assistant general superintendent of the Pipe Shop and director of facilities management. As testament to his knowledge and skill in all phases of shipbuilding, in 1990 Mr. Toner was appointed director of operations at Electric Boat, managing all production, planning and support activities from the start of a submarine's construction to its delivery. He was promoted to vice president of operations two years later.

Mr. Toner is a member of the Society of Naval Architects and Marine Engineers and is chairman of the Executive Control Board of the National Shipbuilding Research Program. He has also served as leadership giving chairman of the United Way of Southeastern Connecticut.
Mr. Toner holds a bachelor's degree in Nuclear Science from the New York Maritime College, a master's degree in Engineering from the University of Connecticut and an Executive M.B.A. from the University of New Haven.
Mr. Toner and his wife, Carol, live in McLean, Va. They have three adult children.
